Weird squeek/moan combo fromfront tire area

This does not happen all the time, but probably 75% of the time.
When I slow down, and am a low speeds, there is a high pitched squeek from the wheel/tire area. If I take my foot off the brakes the noise stops. This leads me to believe that it is somehow brake related.
Then, when I start back up, the same area 'moans'. Well, it sounds like a moan. Something is rubbing together but again only at low speeds. All noises go away by the time I hit 15.
The front pads and rotors were replaced last summer and probably have 10k miles. I pulled off the wheels and everything is still tight and looks fine.
This is an 03 Ram 1500, 4wd.
Any thoughts?
