Default HID problem....

so i ordered some hids from ddmtuning.com and everything came in perfect condition. i ordered lights for my headlights and fog lights. i started off with the headlights and when i went to test them they "strobed" only when my engine is running. when its not running they have about a 50 50 chance of either staying on or flashing. has anyone else ran into this problem? or know what might be happening?
