You should save up a little more money and buy a power programmer like a Superchips Flashpaq or a Diablosport Predator. I'm pretty sure they can identify and diagnose trouble codes. They can also reset your WOT shifts, adjust Speedo. for tire size, as well as give you more power.
They would be money better spent.

For a scanner that thing does a lot...displaying the fuel trims an whatnot is handy for troubleshooting.

Advance Auto Parts carries the Actron brand of OBD code readers.
Their cheapest one is like 60 and i think the highest model is somewhere around 180.
I don't think that Actron offers all the features that the eBay one does...

Go figure.

Unfortunately neither Superchips Flashpaq or a Diablosport Predator have support for the 4.7 liter magnum engine

Although that does support the 4.7L it does not support the 2008 RAM 4.7L, and that sucks, the Superchips folks say it's going to happen, but not in the near term.

Along the lines of an OBDII scanner, does anyone know of a PC (laptop) based OBDII scanner/programmer? Preferably USB capable... I have a Samsung NC10 that I would love to use to monitor/tweak my truck.

http://autotap.com/

I have a buddy that has the $400 autotap system and he says it's the best OBD software he has ever used. I personally don't have any experience with laptop based OBD readers but AutoTap seems to be a pretty good choice.

They aint priced too bad either!
