Stick with the rims that you have, they look good on your truck.

Cragar Soft 8s have been a very good rim for years, they are steel and a tad heavy, but have always looked good and are easy to paint.

Keep 'em and get the M/Ts or even an A/T M/T hybrid like the FCIIs or the new Nitto Trail Grapplers, they will last you on the road a LOT longer than an M/T and perform off-road as well as all but the most aggressive M/T tires.
A lot depends on your intended use. Personally, I'm not a huge fan of true M/Ts on a truck that's a daily driver, unless at least 30% of your use is off-road.

there was a guy on craiglist locally advertisin powdercoating and i asked how much it would be for several things not knowing what powdercoating is lolz, most of it was plastic but he did the bumper for only 60 bucks, it took longer than normal cause i wanted a direct colormatch and he had to go out of town for it. warning though it will match the color but will not match the finish.....

yeah thats what they charged me, 120 for both bumpers but thats because there was a company doing large quantities of that color so they just threw mine in with it

For the rear bumper, just sand the crap out of it. As with anything, enough sanding should take it off. But you'd need a lot of sandpaper. It'll tear the sh*t out of the sand paper.

For the tires, it depends upon what you want. The Cragars look really nice on the truck. I like the way they look, and those + new tires + body lift would look sick.

As mentioned, keep the rims you have and maybe have them powder coated.

you think that an acid bath would maybe make it easier to take off the liner on the rear bumper?

Call me crazy but why not buy a used bumper from a wrecker and have it powedercoated instead and then sell the lined one? Some serious wheeling guy would love something like that and you'll probably break even.
