Default tire size

What is the biggest tire you can put on a 2004 2500 4 by 4 with out lifting it? I have a set of 18" tires laying around I would like to use.

Many Rams come with 33 in tires from the factory. I think you are confusing rim size with overall wheel/tire size. You can put 33s on nearly any wheel size available.

Does it make a difference on which packages you have when it comes to maximum tire size?

A larger wheel diameter does not mean that the tire is larger... you need to go by the OD of the tire and the tread width. On a stock offset wheel, 35x12.50 RXX will fit an un-lifted 2500 with minimal rubbing. 2.5" lift coils will make the situation better.

I've got 265/70R17's on my ram, which originally had 245/70R17's and it filled up the wells nicely.
