Depends on the snow. If it's deep snow then the better the tire is rated for mud the better it's gonna be in the deep stuff. Unfortunately, the better it is in deep snow, the more it's gonna suck in hard packed snow and ice.
For that situation, the better a tire is rated for wet pavement, generally, the better it will be on hard pack and ice.
Something along the lines of a Toyo Open Country AT or Nitto Terra Grappler may be a good compromise tire that's decent in both...

When I lived in upstate NY as a teen (way back in the early/mid '80s) we'd always buy a mud/snow tire, and stud 'em. The aggressive block treads were great in deep snow (and mud) while the studs got you through ice and hard pack better than anything short of chains.
Only way I know of to have the best of both worlds...
