Remember that was top end peak hp/tq numbers. With the cutout open and the Y opened up its going to scream up top but down low you'll feel it bog down.

Try out the combo first and see how you like it, but I think for a cheap mod that should help you off the line get ported throttle body. Other than that though Im not to sure cause everything else is really expensive. I already had 4.56's on my truck when I first put on the cutout and it bogged down, adjusting the shift points made it a little better but didn't add anything as far as times go (it basically evened the times up from with and without the cutout open), adding the converter cleaned everything up nicely and took off a few tenths, the lt's helped a ton throughout the rpm range after the cats were put back on and the WOT fuel trims were adjusted slightly (HOWEVER with the cutout open and the cats off it bogged down horribly) and the ported TB made the off the line acceleration a hell of a lot better than it was but by this point I did not have the cutout on anymore.

$237 to your door and a 20min install you can do in your driveway for a bit more added pep off the line makes it a great mod for the price. I also believe that there is a refundable core charge as well ($100 back I think) if you send you stock one back to him (I kept mine though). If I was in your situation with limited $$$ that is what I would do, they work and the price is right.
