How to get dam air damn off?

My Bad, a little. That slot is part of the function of the damming, but in your case, the stuff you have is breaking-up the clean ram-air and it would not be much of a delta with that obstruction. When I installed hooks in the slot, I cut holes in the cover to just not loose any vacuum action.

Nope doesn't really make sense to me for 3 reasons. One, There is a shroud completely surrounding the back of the radiator with the fan actually in the shroud. This in my thoughts isolates the radiator from any possible vacuume effect that would happen from below the radiator.

And Two, I have seen old trucks run without the entire bumper and not cause any issues.

And 3, The only time this effect would take place if it did would be when you have a significant amount speed causing wind pressure.

Also, I would think the fan would pull the same amount of air thru the radiator no matter what was in front of it, as long as nothing was flat up against it.

Eh, I look at it like if I'm going 70 and my cooling system is workin I ain't got nothin to worry about. Air moving is air moving..
Plus there is a huge grill there.
