Maybe you do, Maybe you don't. If the person doesn't know what there doing, Breaks something or hurts themself or someone else, and they don't have insurance, or worse not licensed. possibly don't get the right permits for the area. You will pay alot more than $15. Then hope you know the right lawyers.

But even then it will still cost more than $15.
