Takes 2 seconds to change your IP. You can do it right on your computer.

Some IPs are static and some are dynamic. Statics are assigned and do not change but can be requested to change. Dynamic changed every so often as setup by the ISP under DHCP pooling or every time the user disconnnects and reconnects. I used to do tech support for BellSouth

Changing the IP on the PC (LAN IP) has nothing to do with what IP (WAN IP) is given to you from your ISP.
