Default E - cutout, Legal in VA?

Just like the title states. Just want to make sure before I purchase and install one. I found this law for illegal modifications to your vehicle in VA and I would like to know if this pertains to an e-cutout?

prev | next § 46.2-1047. Muffler cutout, etc., illegal.
It shall be unlawful to sell or offer for sale any (i) muffler without interior baffle plates or other effective muffling device or (ii) gutted muffler, muffler cutout, or straight exhaust. It shall be unlawful for any person to operate on the highways in the Commonwealth a motor vehicle, moped, or motorized skateboard or scooter equipped with a gutted muffler, muffler cutout, or straight exhaust.
(Code 1950, § 46-306; 1950, p. 54; 1958, c. 541, § 46.1-302; 1964, c. 628; 1989, c. 727; 2006, cc. 529, 538.)

Thanks!

Well that law pretty much says it's illegal to sell it or operate one on the roads in VA. So if you buy it from somewhere out of state and don't run it open on the roads you should be good. Of course I know you're gonna wanna open it up on the road sometimes and as long a cop isn't around you'd be fine.

Thanks!

Says it 3 times. can't you read? it is ilegal. What i would reccomend is flaring both sides of your factory exhaust or even the y-pipe itself so you can easily remove it and place a straight piece in for annual inspections. there is nothing ilegal about having multiple sections of exhaust as long as you have the required devices and there are no leaks.

You won't pass emssions with a cutout. Aside from that, it's only a fix it ticket as far as the cops go, so just take it out for inspection.

Unless he lives up by the District of Communism like froggy he won't need to do emissions testing (unless thats a new state law now?). And yea, the cutout is not "street legal" along with most vehicle mods in Virginia.

We also are required to get yearly "safety inspections". They check the exhaust on those as well. grrrrrr!!!!!!!
