2004 hemi 4x4 head light issue

2004 hemi 4x4 head light issue
My high beams work on both head lights, but when switched to low beams, the left does not work.
I have voltage on both low and high beam, I have ground with power on and off.
I also switched out bulbs with new ones and get the same situation???
Anyone have ideas, or the solution?
