The bottom orange strip is a parking light, not a blinker. That does look interesting, though.

i have an 05 so i don"t know the normal operation but here is a guess
second bulb in the turn signal?
flipped + and - on one of the bulbs?

It's Dodge Talk but nobody can give you a link to it because this board's software censors it, which is pretty childish IMO.

I assume the mod involves running one light's ground through the other's +12v and maybe a diode somewhere. This would turn one light off when the other was on. I'd have to think about it a while to come up with the actual wiring setup.
