HOLY CRAP!! I did that to day I was washing the truck I dropped the tail gate to get in the groves and i ripped the plastic cover off the the top of it and there was a giant dent and it was rusted to ****. I couldnt belive it the person who own the truck befor me just cover it did even hit it with some rustoleum. I was pissed

I would try blue magic polish before anything else its is the best polish for aluminum period, works on chrome too. This is a non evasive procedure then step up as required.

im with the neverdull, friends mom scraped my chrome with her car and it started rusting, took a little bit of it and it removed it but it doesn't prevent it from coming back

Try CLR (calcium, lime, RUST). Removed all the rust from some chromed shower rings, might just work on your bumper. mix some up in a spray bottle in a 1:3 ratio and go to town. abviously you can't submerge your front bumper but you can saturate a shop towel with the mix and hold it up to the spot. be creative and good luck.
