get a copper wire wheel for a grinder if you got one, if not get one for an electric drill and go at it, will take it down to bare metal in no time.

Then get a can of adhesion promoter from the auto parts store, DupliColor makes it for about $6 a spray can. You put it on right before you paint it, it really makes the paint or whatever you are gonna put on it stick well.

that spray on bed liner sticks pretty good by itself ive had it on my wheels now for months and not one chip or scratch

OK Thanks for all the infor. Im going to get paint stripper and get all the old paint off and then clean it and use sand paper to sand it and then i'll use the dupicolor truck bed coating. We will see how it goes. Will write up a diy and post pics. Thanks guys
