RPM increase and then decrease problem ?

So, I hear you've been missing a lot of work lately.....Well, Bob I wouldn't say I've really been "missing" it.

Took off CIA and cleaned throttle plate and hooked CIA back up. Hook it up to the machine it found nothing. The only other thing that comes across my mind is it seems to only happen at night when my lights are on.
I do have HIDs and am thinking it may have something to do with it. ( I'm not sure what ) I have the ballast mounted to the top of the fuse box so maybe its getting some kind of an arch... Don't know just shooting ideas out there now. But if I turn the lights off and then back on at a stop it goes back to normal idle.
Also if I roll forward a little bit it seems to stop the increase and decrease, along with if I turn on the AC or heat it fixes it as well. What do yo all think ?
