Default Removed my factory hitch. What is this thing on top?

I bought a roll pan so i had to remove my bumper and hitch. When removing the hitch i discovered there was an extra part of the hitch attached. so i had to raise the bed alot more. I was confused because i have never before seen this on any other Dodge factory installed hitches, not even on the 2500, or 3500 rams. It looks like a damper but i could be wrong. Why would they put this on my hitch but no other factory ram hitches i have looked at? Here is a photo of the hitch.

It's called a damper. My guess is that it's used to reduce vibration and noise but I could be wrong (that happens alot).

I am not 100% sure, but i think it is a strain relief. So when you have a really heavy toung weight on your reciver, there is less force being put on your frame.

I will have to take some tomorrow and post em. but yeah the middle part is solid and it does spin but just a little. kind of like its spring loaded. There is rubber in the cups on the side where the middle part mounts to. It can be taken off, it is held on by a nut on each side. Thats why i believe it was a damper. I may have it sold and the buyer was wondering the same thing when he saw it.
