WOW,Never heard that one about it being to loud you will fail.....So,I called my brother who is a state licensed inspecter in texas.He said that it won't fail if it's to loud as long as it's a complete exhaust system cat, muffler, ect.He also said that it should pass the emissions test even if it's really loud if everything is in working order and you have the complete system like before(cat's not hogged out).He even said that if you changed it to true duals,As long as you have everything your suppose to have on each side it will pass.And also your check engine can't be on either.If someone doesn't pass you because of your exhaust being to loud you can file a complaint with the inspector place(People who certify the inspectors...Can't think of the name right now sorry).I hope this helps you out.
