My cruise control won't engage under 65 mph. Is that normal? Unless I'm doing at least 65 mph, the cruise control light won't come on and won't engage. I've only had my Dodge a couple of weeks so I am still trying to work out the kinks.
I believe in my '05 it is 25 mph. I use cruise control EVERYWHERE (I have physical reasons for this), and I know I've used it around town and on base under 35 mph. There is definitely something amiss with your truck.
If it is the speed sensor, how much would that cost to fix? And is it something I can do myself? Also, I use my GPS for work quite a bit and it has a speedometer on it, and it always reads 4-5mph faster than the speedometer on my truck reads, meaning, if my truck says I'm doing 60mph, my GPS says I'm doing 65mph. I used the GPS in my old truck and never had this issue, so it leads me to believe that my speedometer is also off. Seems like a few minor inconveniences but things I would still like to get fixed if it isn't too costly.

Most likely the tires are larger than stock. Mine does the same thing. It was born with 265/70x17s. Now it has 285s. That has lowered the speedo reading so that an indicated 76 is actually 80. You can have it fixed, but it's easier just to be aware of the discrepancy.
BTW, the cruise has not been affected. Cruise not working below 65 is a problem. I think the minimum is 35, but I'm not sure.
