Front bilsteins too short??

I have an 05 1500 4x4 Laramie Hemi with 3" leveling keys installed. I just ordered some bilsteins 6928-h0's for the front. When placing them up to the stock front shocks they were 1/4" too short.
I've read thread where some have put these on with no issues. Why were mine shorter than the stock shocks? I'm majorly confused. And frustrated, as bilstein says they are way backordered on ones they say will fit. over 2weeks wait.
Not to mention they are the silvers, and I don't want a mixed set.
From my point of view here, bilstein can not fit a shock on my truck. Within an acceptable amount of time.
Has anyone else experienced this issue with 6928-ho's in the front?
