I have a couple of "plugs" just pushed into that area. Depends what options you DON'T have. Like power rear window, 4wd, power pedal, heated mirrors etc,.
I think I actually have 2 or 3 of those not even plugged into anything, but they are there for production line easability as it's easier to install wiring for every Ram than individual one's and then they use whatever the truck will be equipt with.

To actually answer your question...I don't know which it's for. i don't have schematics for that area. I printed like 100 pages of Alldata out at school, but I'd have to print out 900 more to get everything for these trucks...lol , and I only have access on school property.
