I have no idea on price as shops in your area could be way different that our here. But if I lived that far north where they laid salt and ice I would certainly have liners and an undercoating on everything

I have an '03 2500 and just noticed this on my truck around the wheel wells and I have to admit I was disgusted. While out last Sunday I noticed two other dodge pick-ups, the same generation, with rust bubbles in the same area. I think this is going to be a common problem with these. It makes me sick, the truck is paid for and I want to keep it for a while. Guess I'll be getting it fixed and undercoating the underside very well.

Pull your tail lights and have a look at the back side of the fender. You will shocked by the mount of rust. And the bubbles are actualy rust holes. This is my truck

I would go to the dealer and see if they will cover under warranty. You have 5 years on rust through.

so i did some research and apparently this is a bad problem for our dodges, its the way the side is welded together and there is foam in between witch breaks down and absorbs water. Horrible design

I'm the 2nd owner do i still have the warranty?

i don't know if Canada get the same warranty's (our power train is only 5 year/100,000Km), guess i'm gonna have to call Chrysler Canada on monday.

You need to know your in service date. Even if your just outside the 5 years they might good will it.

CORROSION WARRANTY

For 3 years, regardless of distance driven, your Corrosion
Warranty covers any body sheet metal panel which develops a hole
caused by corrosion.

In addition, outer body panels are covered against holes caused
by corrosion up to 5 years or 160,000 kilometres, whichever
occurs first. An outer body panel is a sheet metal panel which can be
seen while walking around the vehicle, and which is painted body
colour.

This warranty applies only to holes caused by corrosion.
Cosmetic or surface corrosion (resulting from stone chips or
scratches in the paint, for example) will not be repaired under
this warranty.

If collision damage is obviously neglected and allowed to worsen
until a hole develops, this warranty will not cover the repair.

You need to sand ALL of the rust off or it will come back. It's like an infection that needs to be completely cleansed and then properly sealed. Sanding all of the cancer off will likely cause pitting on your metal so if it will be covered by your flares, then i suppose it will be okay. Otherwise, you'll want to sand, fill, and then prime.

Personally, I would sand the crap out of it, treat it, and prime it. get some fender flares.

It would be cheaper to do it that way then to get a body shop to fix it properly, and with that color, pretty hard to match.

A buddy of mine has a black one, and we live in owen sound, Ontario, where salt is .... well... used excessively. He has the identical problem. He sanded it smooth, weld filled the holes, primed the crap out of it, and covered it with flares. Looks much better, especially on a dark colored truck.
