My power steering pump seems to be making a whining noise. at first thought it was my alt got it tested and got it rebuilt. but still theres a whining noise. when i rev it up it gets louder and when i wiggle the steering wheel back and forth you can hear a change in sound.

also my rack and pinion seems to get oil on the boot on one side but i don't ever see any drips on the ground and the fluid stays up. im kinda getting annoyed with the noise and would like it gone. any help would be appreciated thanks.
