2004 1500 rear bumper removal question
I need to replace my rear bumper. I see on the net some pictures/direction to remove 8 bolts. 3 on each end and 2 behind the license plate.
I have a trailer hitch factory and looks like the 2 large bolts go through the bumper. On my bumper there is a plastic step and looks like 2 caps to get to the top of the 2 large bolts. I tried to get the caps off and they are all one piece. How do you get to the top of these 2 bolts so I can get a socket on the bottom and remove them?

I changed out my rear bumper about a year and a half ago, it was all straight forward R&R, I don't really know what you are describing.

Let me try again
When I looked under the bumper there were 2 large bolts that looked like the bumper was bolted to the trailer hitch. On the step part of the bumper there are on the plastic step 2 round looking caps. I thought the bolts on the bumper to the hitch are under the caps. I tried to pop up the caps but all one piece. Are the head to the large bolts under the plastic? I don't know if the hitch is bolted to the bumper. It"s a factory hitch.

No the hitch is not bolted to the bumper, I think it's only 8 bolts all together, the bolts behind the Lic. plate and two on each corner. I have a great memory, it's just short.
I think those caps only cover the holes you would use for safety chains if you were towing a trailer. If I remember correctly, you can remove that whole tread by just pinching the little locking studs together from under the bumper.
