Possibly a leak in the oil pan above it?

i would further investigate usually when a rack and pinion leaks it leaks internally into the boot and nine out of ten times you would not notice unless you pull the boot and check, if the boot is ballooned with fluid or if the boot was ripped and it was pouring. i would definately clean this down with brake clean and recheck in a couple of days to verify the leaks source

Default hoses

Check the top hoses connected to the rack and pinion. There is one hose with a clamp and these tend to be loose and cause a leak. I fixed mine on my 2003 ram with a metal hose clamp. external leak was gone but it was leaking on the inside also. I just removed my rack and pinion today and am installing the new one in the morning. There is a link to the hose clamp fix.

check the rubber boot for cracks. rack in these trucks are weak mine looked like that to watch your power steering fluid level. also che the hose connected to the power steering filler jug that also has a weak clamp that will leak
