Default cold spot

Today after driving to town noticed I was dripping coolant.I opened hood the resivor was a Lil low and also noticed that most of the radiator had cold spots does that mean its stopped up

If you wait for the t-stat to open up and feel both upper and lower hoses, they should be close in temp. Touching the fins of the radiator themselves will be fairly inconsistent.
If you have noticed your gauge getting hotter, then you might have blockage restricting flow. Green coolant is 3yr/36kmi while others go up to 5yr/100kmi but coolant does break down and gain corrosive properties after a while.
