Question 2005 Ram A/C issue

New to the thread so hope you all can help. I dont know why I waited so long to address this but here goes....About 2 months ago when I pulled up to a red light my A/C started a slight "hissing" sound and the air got warm coming from the vents. When I took off in made another hissing sound and started blowing ice cold again. This has been going on now for 6 - 8 weeks and I am sure that it is not a freon leak because is still blows ice cubes when rolling down the road. Its only when I come to a stop that it starts that sound and then warm air. I was thinking a vacuum leak, but a friend told me that he wasnt sure that they worked off vacuum any more. Any ideas?
