Default Factory fog light taking on water

My OEM Hella on the passenger side had i/2" of water in it today.
I removed the assy, cleaned and dried it, and re-installed it.

What is more likely, the seal between the lens and reflector, or the bulb/o-ring?

I'd say run a bead of silicone around the lens and assembly

spring run-off, 3' of snow melts and turns to puddles, Ben drives through the puddles and splashes his truck - and stuff that should stay dry winds up getting wet.
