Welcome to the site

Replacement P/N is 55276237AA.

I would search for a replacement on ebay or place a WTB ad in the classifieds section

What part is worn, is it a spring or an elongated hole, or does it just need a good lube?

if you grease the main rotating spring very well with a bar chain lube and the outer latch hooks it should be fine after working it back and forth for quite a while.
on the outer latches pull the handle up and down to find out the rotating parts of the outer latches so you know what to lube.

The handle has whhat i would call a Z-bar that pivots with two metal rods that lock/unlock the side tabs that hold the tailgate closed. Those pivot points in the Z-bar rust and cease movement. My Cheby had that problem 2yrs after i owned it so I pulled the interior tailgate plate off for access and worked the heck out of it with never-sieze and didn't have a problem after that.
The Ram desugn might be slightly diff, but that's what i would guess your problem to be.
