Default Something wrong with truck... slow 0-60times.. calling all pros

So heres the scenario. Mods please dont move to SC thread

Truck recent Mobile 1 in engine, Royal purple in both diff's, drop in K&N filter, Stock cats to a 3" straight pipe to stock resonator. 2" Blocks in the rear with 2" level in front. It has IFS and is 4x4. The tires measure 31.5" tall. 3.55 gears. running 91 octane. These are my current stock times.
0-40 ----- 5.81
0-50 -----8.01
0-60 -----10.97
These seem to be really slow. These are my times with the SC on 91 octane tune, with transmission adjusted.
0-40 ----- 4.81
0-50 ----- 6.61
0-60 ----- 8.91
Things that I have checked/done
Cleaned throttle body
I've tried checking the rear tires for brake drag, however, when I have it jacked up, in neutral, the back passenger tire will not budge. It tries to engage the drive line. I've tried all different ways. Starting it, then engaging N, with it off, with and without the parking brake. nothing seems to work. Truck has 52k on it. Transmission fluid looks good.

I don't know anything about those times, but I'm sure you know those 3.55 gears are obviously not what you want if you want that get up and go (don't feel bad tho, I've got 3.55s as well).
As far as the back passenger side tire not rolling I've got two ideas. 1, the parking brake is either adjusted to tight and is engaged, or it's just hung up. On the inside of the wheel, there is a small opening that has a "star adjusting wheel" or a sprocket type thing. Use a big flat head screwdriver and turn that wheel a few times - I can't remember which direction tightens and loosens the park brake shoes tho, and they are opposite on each wheel.
2, maybe the wheel bearing is going bad and adding a lot of resistance to the back wheel.
Can you turn it at all by hand?

No I cant turn it at all. When you say oppostie on each wheel, is there 2 sprocket things?

No, there's one sprocket adjuster on each rear wheel, but they are the same assemblies and the drivers side one is essentially turned upside down to go in the passenger side. So on one side you might turn the sprocket "upwards" to tighten the brake shoes, but then for the other side you'd have to turn in "downwards" to tighten. Last year I had to adjust them so I'd pass state inspection and for a seemingly simple task I got confused more times than I'd like to admit LOL.

I guess if I push hard enough it spins about 3 inches back and forth. The emergency brake wire that runs across the rear axle is slightly melted, side effect of when my exhaust fell off. I dont really see the sprocket thing you are talking about.

Hey a picture would be great of this star adjuster! Sorry to jack your thread Badhazard, but I tried to get my rear rotors off yesterday and they are frozen up big time. Searched and searched for an actual picture of the adjuster for the emergency brake but could not find anything.

give me a few minutes and I'll post a pic, I just went outside and on my passenger wheel the adjuster wheel is on the bottom side of the axle. there might be a rectangular rubber plug over the hole.

i think i found it, mines on the top on pass and bottom on driver. There is a rubber thing over it. I pried hard and it didnt really budge. Does it need to be lifted to do it?

The Left side of the picture is towards the ground. The arrow points to the rubber plug that you pry out and shine a flashlight in to see the sprocket wheel. This is on the passenger wheel so it's below the axle, the drivers side should be above the axle.
