Default Transmission leak from solenoid pack?

My 2004 Ram 1500 (quad cab, 5.7L 4x4) has had a transmission leak that the dealer was unable to fix after three attempts. I brought it to a historically reliable mechanic and he says the leak is coming from the solenoid pack, and that it needs to be replaced. Quoted price for parts and labor is just over $1000. Note that the transmission has never had any shifting problems.

I have two questions:

1. Is it normaly to replace the whole solenoid pack for a leak? Shouln't it just be an o-ring replacement (or something like that)?

2. Assuming this is what needs to be done, does $1000 seem normal? (It seems high to me).

Thanks in advance.

The valve body does have a large rubber seal that fits in a hole in the transmission housing. If the oil is coming through the actual electrical terminals themselves, I would probably replace it.
