You have voltage going to the compressor so it should be on; also, the pressures wont change until the compressor is on.

Mopar a/c clutches have a history of sticking. With vehicle running and a/c on max, tap the the a/c clutch with a wooden handle to see if it engages. Dont use metal becuase it is a magnetic clutch and it could grab on to the handle and throw it. If it engages your clutch is sticking or broke.

I tried to tap it but couldnt get much leverage as the fan would hit the stick. I did get a few good whacks on it though and it doesnt move. I can turn it by hand when the engine is off, I havent tried (and wont) with the engine on though. I ordered a new compressor with clutch, accumulator and orifice tube and that will be installed hopefully Saturday.

Okay so it was the compressor. Apparently the coil went bad, but there is no way to change just the coil, so yesterday I put in a new compressor, accumulator, and liquid line with orifice tube and after a 1.5 hour vacuum and recharge all is well.
