Default Not shifting into 3rd

Hi all, im posting this on behalf of my brother, hes in the marines, in afganistan, he is due to come home soon and im trying to get his truck fixed before he does.

Its an '04 Ram, 4.7L i believe, automatic. What seems to be happening is when driving, (transmission in "drive") the truck will shift fine all the way to 35MPH, or right up to about 3rd gears, then it seems as if it just shifts in neutral, once stopped it will do the same thing once started. The filter has been replaced. There are no trouble codes showing. My first thought would be the shift solenoid, or the speed sensors. Although i read that it has 2 filters, one in one of the lines? i doubt that has been replaced. I hope this makes sense, ive never had a transmission do what im trying to describe. Both filters are in the pan. One is a flat filter and the other is a round filter. I'm assuming you checked the fluid levels?
