Maybe the OP saying "engine will not crank" meant it wouldn't fire. I take it to mean the engine wouldn't turn over at all. As in no starter engagement. Obviously, if the fuel pressure is too low, or non-existant, the engine will not fire. It should still Crank though.
That is what I am understanding, but if the starter motor won't engage or try to crank then I'd have to say start by replacing the starter.
But I am still going to bet that it's the Fuel Sending Unit that is bad....
We'll see what the OP has to say when he takes a look.
