Default Air Blower Issue in Dodge Ram 1500

My vehicle is a 2003 Dodge Ram 1500. Basically the issue is when I have my steering wheel tilted somewhat or all the way down, my a/c doesn't blow at all. If I tilt it all the way up then it works just fine. The issue started several years ago when we installed a new heater core. This involved fooling with a lot of the blower's components and wiring, but since only the steering wheel affects it, my thoughts are that it must be in the column. I am not that great with wiring but isn't there a wire in the column that has something to do with the a/c blower? Could it be a pinched wire? Lose wire in a plug? Please help my steering arm has had about enough

I honestly don't see how a pinched wire in the column could affect it, but there might be wires in that harness that go to it.

Since that's what's happening, pull the covers off the column and see if you can see anything. You may also have to pull the kick panel on the dash on the drivers side.
