Default Fuses without power

I have an aftermarket 7 prong trailer/camper plug installed in the bed of my truck for my cabover camper. I was having electrical issues including no power to the battery/power prong. In the process of tracing this problem, I discovered that the wire from the fuse box to the relay switch did not have power even though the fuses were intact. I was even more surprised to find that the fuse recepticle itself did not have power. Has this part of my fuse box gone bad somehow or is there some other explanation? There are actually three slots without power, 29-31.

From what I understand, these trucks have a fuse block that goes bad. I am currently having the same issue with my truck, a 2002 1500. The power locks, hazard, windows, headlights, etc only work if the key is on. Power Distribution Centers (PDC) are very expensive (almost $500!). I have to remove mone to inspect it, and hopefully fix it...

Check for corrision and broke wires on the back of the fuse recepticle?
