Default 2002 Ram Instrument Cluster dead

I have a 2002 Ram 1500 5.7L 4WD. Instrument cluster went dark along with everything it controls...horn, wipers, steering wheel mounted controls, headlight switch, interior lights, turn signals, flashers, dimmers. The only thing that is working on the cluster is the red security system light. Nothing else is working. I have 12 VDC on pins 1 and 14 on both 26 pin connectors that plug into back of EMIC. I have a solid ground on pin 13 of the grey connector. I do not have a ground on pin 13 of the white connector. I have read in a couple other forums that the 26 pin connector with the red wire on pin 1 and grey/black wire on pin 13 is the one I should be worried about. Truck starts just fine. When I turn keyswitch to run, the radio comes on first and then headlights. The headlights come on even with switch off. I am assuming this is a fail safe. The high signal from the EMIC actually turns the lights off, and no signal from EMIC, then lights are on...but this is just a guess.
From everything that I have read, I will need to buy a new cluster through the dealer, have them have the new cluster pre-programed with VIN and mileage info. Is there anything else that I may be missing before I drop $500-$1000 on a new cluster?

Sounds like a bad cluster, you might remove it and check for a bad trace or solder joint.
