CAI and CHIPS on Ebay

Sorry if this question has already been asked but i am curious to know. Does anybody know why certain CAI and CHIPS are so cheap on ebay compared to dealers and other websites that sell them? Also, has anyone bought one from ebay and what were your results? thanks.
