My AC Compressor pully seized up and I was wondering do they sell a bypass pulley? If not, if I was to purchase a used compressor could I swap out the old clutch and pulley and replace it with the new used one?

Buying used you may end up where you are now. I know new is expensive, you will thank yourself later. You can do all the work then have it charged. Replace the receiver/dryer as well.
