Default one side of 2wd front suspension is lower

Measuring from top of tire to top of wheel well there is a 2" difference on the passenger side. It is quite noticeable and the only thing I can think of is a sagging coil spring? Shocks are new. The control arms on the higher side of the truck are on a steeper angle. It's almost as if one spring is longer? Can the springs be installed upside down? I also have 1.5" spring spacers

A broken spring might drop it that much.

I took everything apart recently to change upper control arms I think I would have noticed a broken spring but maybe not. I'm gonna try switching the springs left to right to see if that is the problem.

Is there a difference between each circle of the springs the same or is the low side compressed more. There are some shocks that provide lift. If you have those then one shock could have failed.
