Yes, recalls are for current owners. You do not have to be the original purchaser.
I also have a 2004 3500, but it has a 6" lift kit on it and I think the tie rod assemblies may be changed out. This was done by the previous owner about 7 years ago. I might have the dealer check anyway.

Some do, some don't. I know on my Rancho kit, it replaces the stock tie rod ends with larger ones WITH ZIRCs but I've worked on trucks with Fabtech and Superlift that get by with the stockers.
Good idear to have them checked just to be sure...
Recall are vin specfic not by year, my 06 2500 has never had a recall letter, and when I ask chrysler Canada I get the speal on vin numbers.. any how don't put the mopar carp on that replaced the mopar recall that replaced the mopar recall...t style drag links !!

I will, but I see no urgency in doing so as this truck has in the past had front tire balance problems where the whole front end would violently shake at 50 MPH, If the tie rod ends were faulty they would have broken during these shakes.

That's bad reasoning, dodge death wobbles are a combinations of manny factors, drag links, tie rods go on these trucks as often as you put butter on toast.
On the right hub were the drink link is connected, has this been greasesd?
