Default P0351-P0358 Misfire Codes

I am getting P0351-P0358 misfire codes on a rebuilt motor that I have just installed on my 2002 Dodge Ram 1500 4.7 Liter.
The truck has no initial power and stalls out and can't be driven. It does seem to have more power in the higher rpm range when revved up but cannot be driven since it stalls and has no power.
The original motor had a spun rod bearing so I purchased another from a local engine builder on Ebay that supposedly knows Dodge 4.7 motors?
I have replaced multiple items to diagnose the power issue and codes.
1. Spark Plugs-(2nd brand new set Champion 439)
2. Fuel Pump (Volume test found air in fuel)
3. Fuel Injectors (clogged from truck sitting 6 months)
4. Cleaned Fuel Rail (truck sat for 6 months)
5. Crank Sensor
6. Cam Sensor
Compression Test Revealed:
Driver Side:
Cylinder 1. Compression 120 Plug is white
Cylinder 3. Compression 130 Plug is white
Cylinder 5. Compression 130 Plug is white
Cylinder 7. Compression 125 Plug is white
Passenger Side
Cylinder 2. Compression 80 Plug is black
Cylinder 4. Compression 80 Plug is black
Cylinder 6. Compression 80 Plug is black
Cylinder 8. Compression 85 Plug is black (not as bad)
I put the engine at TDC and pulled the valve covers to check timing marks.
It almost looks like the passenger side cam gear is off 1 tooth???
Any suggestions or recommendations would be appreciated.
