Default Stutter while braking

I just did a pad replacement on a friends 05 1500. Did a test drive and got a stuttering. Feels like the anti lock on one wheel is coming on. This has me baffled.

Are the pads actually too loose? You sound pretty through about checking the usual stuff, but it could be just defective/wrong pads. Put the old ones back to to verify that it's just the pads and not anything else.
