So here is update #2, dealer does diagnostic on wiring, says no issues, service rep says his tech says TIPM, famous last words of a dealer, ask them if they can reflash the TIPM, answer no, so the next question from me is " if the change the TIPM and it doesnt work am I on the hook for the TIPM" and off course the answer is Yes, so the next question from me was " if it snot the tipm then what" silence from the service rep!

I'd say they should look for corrosion on the TIPM and related components on the actual circuit boards, b/c that is something that you can fix with some soldering equipment (usually)...
