The TMR Delete (aka TMR Mod) gets rid of Torque management. It's a freebie power boost that you can do only on an '03. On '04+ Hemi it's electronically controlled and you need a tuner to do it.
Even with a Superchips Tuner, you'd still need to purchase the optional Transmission Tuning to reduce or eliminate Torque management. With an '03, all ya gotta do is disconnect one wire...

Sure, grounding the throttle body stop electrical interference from degrading the performance of the TB, nothing to do with anything a tuner will do. But when I mention TMR Delete that's totally different.
