Default Clutch Not Releasing Fully - 2005 Dodge 2500 TDI - 6 Speed

My clutch is not fully releasing when the motor is on. For Example I cannot go into reverse when the engine is running. I have to turn of the engine and place the car in reverse. When I turn on the engine in reverse the car moves back; the clutch is not fully release when I put my foot on the clutch. At a stop sign - I need to turn off the car - put it in second and then turn on the car - again the car moves forward.

Any ideas on this. Can it be fixed on the cheap? Car has 193k and I am hoping to keep it through the summer.
