How much did you spend on the vehicle? Can you turn around and sell it for what you bought it for? That's the best option.

Could it be the FCM or whole fuse panel? blinkers dont work but does the fcm control the dash and interior lights?

Inspect your wiring very closely. Which fuse box, the one under the hood?
you are going to need a service manual, a good meter, a test light, and a pocketful of fuses to start.
Any idea why the original PDC fried, along with the wiper fuse? Any other blown fuses in the original?

when i started the truck the fuse for the wipers melted..

Was that fuse F8 30 amp? Pull both wiper relays.

So...it DOES run?! That's a BIG plus.
Check all the fuses, and make a list of the ones that are blown or missing.
Make a list of things that are not working.
Did the previous owner add any after-market mods?

This looks like an all-nighter!

Lightbulb

The FCM/PDC (IPM) and Instrument Cluster provide power to and control the interior lights and turn signals.

yes it runs and the only fuse that melted was the one for wipers also the relay for wipers got hot and he installed some trailer thing for towing inside under dash i will be removing that biggest thing right now is the dash stays on radio and everything else turns off but dash is lit.
