So i disconnected the TIPM connector near the wheel well, turned the blinkers on and the corresponding pins had power, applied the brakes and both pins had power. So i believe the TIPM cannot be the problem since it is getting the correct power after the TIPM however it is not getting the power at the lights. Therefore it is disappearing somewhere from the connector back to the lights.

I had an issue on my '05, where the wire (where it passes thru the bed to the connector) chafed and shorted to the bed, which caused the light to not illuminate. I had to splice the wire and then put some anti-chafing tape around the cutout (it's rather sharp). But that only affected the right side light.
