Default Air Bag Light

I have an 02 1500 with a 5.9L and 150xxx miles. I bought the truck with the airbag light on. I want it to go away and and I want to use the cruise control. When I plug my scanner in it I get a message that says "NO LEFT/RIGHT SIACM MESSAGE". My local Dodge dealer said that it would be about $3000 to diagnose and fix. I didn't even pay that for the truck! Is there a way to disable the airbag system? Is there a location/wiring diagram out there so I can make the light disappear? Thanks for any help.

What's the code it's spitting out?

Air bag shouldn't disable cruise control.

Code 21 No Right SIACM Message
Code 23 No Left SIACM Message

I thought I read somewhere that if the airbag light was on or the taillight was out the cruise wouldn't work. When I hit the button the cruise indicator comes on for a few seconds and then goes back off. The indicator will not relight unless I restart the truck.

I think those codes are for the side impact sensors. I don't know where they are.....
