Any idea what this might be part of? Was laying below the front of an 04 Dodge. Seems to be running ok.

Shift linkage of some sort. Is the truck a 4x4, with the floor shifter for the t-case?

Yep that's the transfer case linkage lol...happens quite often

 

Yup, I have a collection of receipts for them. The rubber o-ring deteriorates pretty bad on those things, as it appears yours has, as well. Lucky you found yours before it was bouncing down the road after you. Easy fix, but the grommets are a pain in the *** to get into the holes sometimes. If you look at the DIY thread, you'll find a method to never have to replace one again...
